Should i have had been pulled over for having my parking permit displayed?

hi, i was driving yesterday afternoon and i got pulled over. when i asked why i was getting pulled over the cop said because i had my school parking permit hanging from the rearview, he said it is illegal to hang crap from the rearview and that i could get a ticket for it. i see cars w. $h!t on their rearviews all the time, i must have seen like 3 drive by while he was saving everyone from my unlawful criminal activity. is this a legitimate reason to get pulled over? im sanchez lookin and i was in a smith neighborhood...
