Israel wants him there. As bad as he is, he has kept the border fairly quiet, and although there has been a great deal of rhetoric, nobody is taking him as a credible threat to Israel. Better the brutal dictator you know then some unpredictable democracy who might just start reading up on International Law and the UN charter and realize that Israel's annexation of the Goaln Heights was completely illegal and can be brought before the ICC and/or UN.
